چکیده
In this lecture I consider the impact and optimality of Earned IncomeTax Policies. The policy issue addressed is the low labour market attachment and high incidence of poverty among certain groups. These policies have taken a central position in EU labour market policy debate and I focus on reforms over the last decade in the UK. © 2006 Elsevier B.V. Thus far at least seems certain, that, in order to bring up a family, the labour of the parent must be able to earn something more than what is precisely necessary. Indeed poverty, though it does not prevent the generation, is extremely unfavourable to the rearing of children.’ Adam Smith: An Inquiry into the Nature and Causes of the Wealth of Nations.

Bringing health and social policy together: the case of the earned income tax credit.
The principal objective of our research is to examine whether the earned income tax credit (EITC), a broad-based income support program that has been shown to increase employment and income among poor working families, also improves their health and access to care. A finding that the EITC has a positive impact on the health of the American public may help guide deliberations about its future at...

The Earned Income Tax Credit subsidizes earnings from both the wage sector and the self-employment sector. This paper uses tax return data to investigate how the EITC affects the reporting of self-employment income to the IRS. A difference-in-difference strategy is used, considering three expansions in the EITC and comparing changes across filers with and without children. The expansions are pr...
متن کاملImproving population health by reducing poverty: New York’s Earned Income Tax Credit
Despite the established relationship between adverse health outcomes and low socioeconomic status, researchers rarely test the link between health improvements and poverty-alleviating economic policies. New research, however, links individual-level health improvements to the Earned Income Tax Credit (EITC), a broad-based income support policy. We build on these findings by examining whether the...
متن کاملTaxes, the Earned Income Tax Credit, and Marital Status
A common criticism of tax and welfare policy is that these policies create disincentives for marriage, spurring recent calls for “welfare reform” or eliminating the “marriage penalty” in the federal income tax system. These criticisms are lobbied in the midst of a literature with little conclusive evidence on the effect of these policies on marriage. Changes since the mid-1980s in federal incom...
متن کاملIncome, the Earned Income Tax Credit, and Infant Health
ABSTRACT: This paper evaluates the health impact of a central piece in the U.S. safety net for families with children: the Earned Income Tax Credit. Using tax-reform induced variation in the federal EITC and the presence and generosity of state EITC’s, we examine the impact of the credit on infant health outcomes. We find that increased EITC income reduces the incidence of low birth weight and ...
